Under
the Delhi Master Plan 2021, further regularisation of unauthorised
colonies has become virtually impossible. At the same time, there
should be a humanistic approach to the issue in terms of the
enabling policy of urban governance stated earlier.
The
Master Plan has been notified more than 20 months back. But no
effort has been made to begin implement its pro-poor features.
Among other things, the Plan Plan caters to unplanned areas by
paving the way for regularisation of unauthorized colonies as per
government policy and by proposing realistic norms for walled
city, slums, Jhuggi Jhopri, resettlement colonies and village
abadis.
Therefore, there is scope given for a humanitarian attitude
towards the poor residents of these habitats. There should be 50
per cent allocation of dwelling units for the poor in government
housing projects. The in-situ rehabilitation of slums and JJ
clusters will be implemented, using land as a resource Built-up
accommodation of about 25 sq.metre area in multi-storied
structures would be allotted in place of 18 sq.metres and 12.5
sq.metre plots. There would be compulsory construction of at least
35 per cent of dwelling units or 15 per cent of permissible FAR,
whichever is higher in the form of EWS units, by all developers of
group housing.
The organising of the residents of JJs, resettlement colonies,
etc. into Self-Help Groups would lead to considerable improvement
in living standards. |
