My Constituency, My People

All public services will be Chandni Chowk or Moonlight Square is one of the oldest and now busiest wholesale markets in India. It is three centuries old – built in the 17th century by Mughal Emperor Shah Jahan and designed by his daughter Jahanara. Merchants from Turkey, China and even Holland used to visit Chandni Chowk. Each lane in Chandni Chowk is known for some or other particular merchandise, like Dariba Kalan is known for pearl, gold and silver jewellery, Katra Neel for fabrics, Bhagirath Palace for electrical goods and medical equipment and allopathic medicines.

Today Chandni Chowk, also known as Walled City in the Old Delhi region is more of a commercial hub than residential. The narrow lanes and bylanes are all thickly populated with shops and establishments, dealing in everything – screws to gold jewellery.

Chandni Chowk is one of the oldest Lok Sabha constituencies and has a microcosm of composite culture of India. The densely populated constituency extends from Kalhan Mahal in the walled city to Shalimar Place in North-West Delhi.

The Parliamentary seat has 10 assembly segments, viz. Adarsh Nagar, Shalimar Bagh, Shakur Basti, Trinagar, Wazirpur, Model Town, Sadar Bazar, Chandni Chowk, Matia Mahal and Ballimaran. It is the smallest Lok Sabha constituency in the country by area.

Dr Harsh Vardhan is the 15th representative of Chandni Chowk to Lok Sabha, since the first elections to Lok Sabha in 1957. His clean image has earned him majority support and won the 2014 elections with a resounding lead. And that has given him an added responsibility to live upto the aspirations of his constituents.

Despite his responsibilities as a member of Prime Minister Narendra Modi’s cabinet, he finds time to reach out to people in Chandni Chowk constituency – regular interactions at his residence every day and almost weekly engagements with people in his constituency.

After he became MP, Dr Harsh Vardhan worked relentlessly and executed over 160 developmental works in Chandni Chowk constituency. “I too have drawn inspiration from our Prime Minister and made a pledge to free the country of problems like communalism, casteism and corruption and create a ‘new India’ by 2022,” he says, adding that he has begun his work in a “mission mode” starting from his own walled city constituency.

Dr. Harsh Vardhan has carved out a phased development plan for Chandni Chowk that includes toilets, schools, parks, open gyms, educational institutions, community halls and renovation works. Under the MPLAD scheme, the Minister has taken up two villages, Dheerpur and Ghoga, where approximately Rs 2.9 crores has been spent so far on public interest projects. Dr Harsh Vardhan (as will be seen from the table below) has been very generous in allocation of resources from his MPLAD funds for undertaking various developmental activities in his constituency.

Dr. Harsh Vardhan conducting a survey of historical monuments in Chandni Chowk constituency along with the-then Union Tourism Minister, Dr. Mahesh Sharma

As part of his initiative to improve facilities in his constituency, he has roped in several other ministries to lend a hand. These include the Tourism, Railways, Urban Development, Roads and Transport as well as the Chemicals and Fertilizers Ministries. One of the initiatives undertaken was to carry out a survey of historical monuments in Chandni Chowk by visiting the sites and urging the-then Tourism Minister, Dr. Mahesh Sharma, to initiate action for the redevelopment of the Shahjahanabad and the Jama Masjid areas.

The health professional that he is, Dr. Vardhan has taken the initiative to organise several free health camps across his constituency. These have provided aid and assistance to divyang people. Free cataract surgeries, free hearing aids and free motorised tricycles and crutches for the disabled have been arranged. The camps have been spread out across Ballimaran, Matia Mahal, Sitaram Bazar, Phatak Teliyan, Turkman Gate, Basti Harphool Singh and several other areas.

In all, 32 free health camps have been organised in the constituency. In these camps, some of which have been supported by the Social Welfare Ministry, equipment and health kits worth Rs. 2.76 crores have been distributed among the disabled. These include motorised tricycles, wheelchairs, crutches, hearing aids, folding canes, braille kits and MSID kits. In cooperation with the Union Railway Ministry, several development works have been undertaken at New Delhi Railway Station. This covers construction of roads and pavements in the railway station and its adjoining areas, restoration of a rest room at a cost of Rs. 9 crores, building of a new rest room and installation of 16 escalators at a cost of Rs. 8 crores. Other work undertaken covers the provision of Wi-Fi facility in the entire premises of the station, setting up of a multi-cuisine restaurant, arrangement of LED lights in the entire station complex, installation of 16 new machines for clean drinking water, setting up of a transformer control room and 11 KV power house for the control of seven sub-stations for uninterrupted power supply.

An escalator installed at the Old Delhi Railway Station for the convenience of passengers

At Old Delhi Railway Station, an access point has been provided from the Hamilton Road side. In addition, three rest rooms have been restored at a cost of Rs. 35 lakhs and platform number 16 rebuilt at a cost of Rs. 1.7 crores.

Dr. Vardhan has also focused a lot of attention on construction of schools, community halls and public toilets. Work has started on construction of two community halls in C and D blocks of Shalimar Bagh. Another community hall has come up at Idgah as also one in Rani Bagh on Captain Satish Marg.

An open gym which has come up in Ismail Khan Park, GT Road

The Kadam Sharif School has been inaugurated in Jhandewalan. A 42-seater toilet facility has been constructed in Ballimaran. A facelift has been given to several parks and open gyms set up at many localities. Renovation work is on in the case of the Sheesh Mahal Park, Karnal Wala Bagh and Sadhuwala Bagh (all in Shalimar Bagh), two district parks in Pitampura, one in Phase 4 of Ashok Vihar as well as the Darbar Khan nursery in Shastri Nagar.

Chandni Chowk, once known as the ‘capital of the capital’, has lagged behind since Independence and development in particular has been on the backburner for the past decade. Broken pavements, potholes, indiscriminate dumping of debris and garbage, unauthorised colonies, water and sanitation issues in slum clusters abound in the constituency. But with Dr. Saheb at the helm of affairs, ambitious development plans are afoot for the walled city. “We need to redefine the Master Plan. The challenge will be to preserve its heritage by applying a modern mind,” he says.

Dr. Vardhan is all too aware of the specific problems that plague his constituency and which basically have to be handled by redevelopment. These include provision of appropriate transport facilities and adequate parking space and the protection and preservation of historical monuments.

Dr Harsh Vardhan meets people from his constituency on a regular basis and try to sort out their problems on the spot. He gives individual hearing to all visitors at his 8 Tees January Marg Residence during ‘Janta Darbars’.
